FILE is a throwaway connective that can be used in an INFO/ACCESS query to make it sound more like an English-language sentence. It has no effect.
Example
These two statements produce the same report:

>SORT CUSTOMERS BY LAST-NAME |
Both the connectives THE and FILE are ignored in the first statement.
