v/flags

For MD commands, the flags that define options for the TCL processor.

The list of the flags kept in the third attribute of TCL commands is shown below:

`c`	Copies the item into local workspace.
`e`	Saves the file name for the Update processor.
`f`	Retrieves the file name only and ignores item-IDs.
`n`	Allows new items.
`o`	Suppresses the line edit and first-time flag.
`p`	Prints item-IDs.
`s`	Preserves the active (select) list.
`u`	Allows updates to items.
`z`	Requires final pass after the last item.

CAUTION:

Do not add, change or delete these flags from command definitions.
