The default setting is
2, all data in HKEY_CURRENT_USER. This setting is necessary to support Windows workstations with restricted users. It is usually not necessary to change this setting and it is recommended that you leave this setting to
2.

Important: If you change the base registry value to something other than the default value of 2, it is highly recommended that you change the value in all sites and launch folders and make the values the same for all.
