Create a server certificate. Refer to

Create a client certificate. Refer to

Add the following to TCPIP.PROFILE:
TelnetParms
SECUREPORT 992
KEYRING HFS /ssl/key.kdb
CLIENTAUTH SAFCERT
SSLTIMEOUT 120
EndTelnetParms
