If a user enters the wrong password more times than entered in the Grace Log in Policy (see Working with Users, Security tab) that user's account will be locked for the number of minutes as defined in the Grace Log in Policy. If you want to unlock the user's account before that time, right click on the user's name in the right pane (notice that the Status column should indicate Locked for that user) and select Unlock.
