IE Administrative templates and Group Policy can be used to add sites to the Trusted Sites list automatically.

Trust Rocket Software, Inc. as Publisher, or as an option, you can sign the Web to Host Control and then only trust a signing Certificate from your company.
Deploy the BlueZone Web to Host Control Module via the provided Web-to-Host MSI, or allow users to download signed ActiveX Controls, or use the new Windows Vista™ ActiveX Installer service to control the deployment of ActiveX controls.
